OICA has maintained a Fact Book (FB) since 1986. In hard-copy format it is a loose-leaf book divided into 12 chapters. In 2004 we converted the entire publication to this website. Those wishing a hard-copy version can print and bind it locally.

The FB is not publicized and is not visible to public search engines. It is maintained for the use of the OICA office and OICA member institutions and for sharing among a select number of policy analysts in sister organizations in Oregon and around the country. Sometimes certain pages from the FB are distributed in public venues -- but always with careful forethought about the audience and about the potential for misinterpretation. In 25 years of publication, we are unaware of any incidents where the information has been used to harm or publicly embarrass any institutions, but to reduce the exposure to such activity OICA does from time to time change the private web address of the FB.

All of the information amassed in the FB is derived from public sources or from special surveys conducted by the OICA office. None of it is, in itself, secret or proprietary, but much of it is presented in comparative format (schools-to-schools or states-to-states) and all of it is open to interpretation and potentially hurtful if it is not understood and explained in its full context. It is also subject to occasional typos; we go to great pains to double-check entries, but mistakes sometimes slip in.

Consequently, those who choose to engage this Fact Book data are asked to be careful that it be treated as a helpful source of background information, nearly always in need of verification and corroboration from other sources.

So, here is the Fact Book. And here are a few useage pointers:

• We suggest users print out an entire book and put it in a three-ring binder with at least a 2-inch spine.
• We also offer an on-line pdf kit of the front cover and spine inserts. A complete hard-version kit, including stiff chapter tab pages, will be mailed to you if requested.
• Fact Book pages are dated in the upper left-hand corner. When you want to use a page, you can check below to see if there is a more recent version available for printing from this website. Some pages are quite old. They are retained here for their historical significance and/or for their presentation mode, which could be used to update material that has risen to renewed interest.
• The pagination used is "chapter-section-page", with each chapter being broken into as many as 9 sections and then each Section consisting of multiple items -- most of one page, but some longer.
• All pages in the FB are available from OICA in their original non-pdf format. Those formats are usually Wordperfect (textual material), Lotus 123 (spreadsheet material) or Lotus Freelance (graphic material.) Occasionally there may be a scanned page. The textual and spreadsheet material can be converted to MSWord and Excel before sending to you, but there will be inevitably some loss of format.
• All Section 9 material -- in any Chapter -- is reserved for interstate comparison information.
